Official welcomming address to the Forum participants and guests of Alexey Kudrin,
Deputy Prime-Minister of the Government of the Russian Federation –
Finance Minister of the Russian Federation

I welcome the organizers, participants and guests of the IX All-Russia Forum "Strategic Planning in Regions and Cities of Russia"!

Your Forum, taking place in St. Petersburg for the ninth time, took its rightful place among the growing number of various congresses and conferences. Having started in 2002 as a relatively small event, which gathered rather small group of experts and practitioners who are professionally engaged in strategic planning of socio-economic development of territories, the Forum has grown to all-Russian scale. Now it involves about one thousand people three federal ministries join forces to organize it. This is a consequence of the formed public demand for strategic planning and evidence of the Forum quality.
Ministry for Finance has recently entered into a co-sponsor of the event, estimating its significance for promoting the best standards and technologies of strategic planning into cities and regions. For us, it is essential that public finance, especially investment funds are spend in the regions on well thought-out, really strategic, locomotive projects. To do this we must be able to plan, find partners, to coordinate intentions with neighbors. We are looking for clear mechanisms of linking socio-economic and budgetary planning. These important aspects Ministry for Finance intends to designate as a separate activities in Forum programme. In particular, it is assumed to organize a round table on new principles of forming investment funds in the regions.
Topic of the Forum 2010 - Strategies for Modernization and Modernization of Strategies- is very relevant. It is time for us to be engaged in country modernization, technology management, planning methods. I am sure, the Forum will allow participants to understand the heart of the problems and find approaches to its solution.
